Everyone has their preferences and mine go for Mac OR PC.. Macromedia (now Adobe) Fireworks and Adobe Image Ready are the most popular. They are designed specifically for making web graphics. However, you can also use Adobe Photoshop and Adobe Illustrator. You just have to jump through a couple more hoops is all. I'm assuming you;re doing a proessional site though? If this is a low budget, personal thing, you may want to look into a skimmed version of Photshop or use Microsoft Front Page
