5 bucks a month for tons of webspace and a domain registration.

Enough space to host tons of pictures, videos, anything you want. Also comes with tons of bandwidth so you are not limited on the number of people that can view your site.
I have hosted several sites that I have built on ipowerweb.com at $4.95 a month for a 1 or 2 year plan. They have templates built in to the control panel interface (Website Builder) that make building simple sites EASY (and no extra cost). If you are looking for a generic personal site, many ISP's (Internet Service Providers) offer free space for personal pages. You would need to contact your ISP for this information, though. I hope this helps. Also, ipowerweb.com offers more space (300 GB) than you will ever be able to use.
godaddy.com is a good hosting company. I've been developing for fun for a long time and landed with them and am happy. Steer clear of registerfly.com. They're crap. As for space, it depends on what you are building the site for. If it has heavy graphics (pics, video, audio, etc) you'll need to upgrade quickly. If you are starting out and just playing with it, you can get the base package and always increase space as you need it. You will also have to monitor you bandwidth as your site becomes more popular. The more data downloading, the more bandwidth you might need (again for pics, audio, video, etc). Basically go with the low-tier hosting package and upgrade as you need it. There are also templates available to get you started.
It's easy...

- Sign up for a free Webstarts account here: http://www.webstarts.com

- Quickly create a page that better describes your website. The web editor is super easy to use.

- Add slide shows and photo's using photobucket or just upload your photo's right to your website

- Preview the finished page and send the link to your friends and family

It takes only a few minutes to do but can mean the difference.
